No plugin, but please let me know if you come across one.
The closest I have found is a theme Robert Dempsey covered http://dempseymarketing.com/journal/curation-wordpress-theme-curation-traffic/ but I think you need to run it as a separate blog in a subdomain.
The way I put this together is a little clunky.
1) Find top tweets, paste into a Google Docs spreadsheet
2) It uses bit.ly API to grab URLs, scrape title, image url etc
3) I add a short comment for each
4) I paste the Google Docs spreadsheet into an Excel spreadsheet, which generates the HTML
5) I paste HTML into WordPress
Not very elegant, but works for me
Please let me know if you have any suggestions or on the other hand, would like a proper explanation
